ok so they aren't meeting at the mall, which is kinda what I thought, but does it look to anyone else like they are meeting outside the FBI building, where the 100th ended?

Yep looks like the outside of the Hoover to me. And I thought the same thing about the one where B&B are sitting on the steps. She's ready to tell him that she made a mistake and wants to be with him, and he stops her before she can get that far and tell her about Hannah

I want a full size of the pic that everyone is in and make it my desktop background!

I agree; it doesn't look like they're meeting at the Mall at all, but rather they are outside of the Hoover. So I'd assume they were told to immediately go to the Hoover after their flights and therefore decided just to meet there?
